As I previously stated I bought two of these harnesses in two different sizes. A small and a medium as I was not sure which would work. The small is a great fit for my 13 lb Shih Tzu. But this is summer and she is shaved down. I am going to use the medium size for winter to go over her sweaters and coats. I'm certain that he'd have gotten the other leg out in short order if I hadn't caught him in the act (the harness fits him pretty snugly).
